The mission of the procurement department is to acquire services, supplies, equipment, and construction at the most efficient level. The department is responsible for ensuring fair and equitable treatment of all vendors who work with the Authority. The SPHA Procurement Department works diligently to accomplish the mission while complying with all applicable federal, state and local laws.

Requests for Qualifications

The South Portland Housing Authority is seeking proposals for up to eighteen Project Based Vouchers (PBV) which will provide housing subsidy to units for occupancy by very-low income near-elderly (55+) and/or elderly (62+) households. Subsidy for the selected project(s) will be attached to newly constructed units in the Town of Scarborough. RFP  All responses must be received and time stamped no later than 4:00PM, Monday September 14, 2020. Fax submissions will not be accepted.
